Cuomo is aiming to create a new public/private partnership with a developer to expand the existing station and build a new hub across the street in a massive former post office and mail-sorting facility.
Architecture firms SOM and HOK have both been associated with previous expansion plans, but Cuomo’s selected developer will name its own architect for the project.

The redesign of Penn Station offers not just a chance to raise the building’s roof, but is also a unique opportunity to unify the region’s disparate rail networks in a way that has not been possible in over a century. Unfortunately, the recent proposal by Governor Andrew Cuomo and another by Partnership for Architecture and Urbanism (PAU) don’t think broadly enough about the underlying transportation problems afflicting the station and, worse yet, they solidify its already dysfunctional setup.
Most of Penn’s issues are founded in its overloaded capacity. When the station opened in 1910, the Pennsylvania Railroad was one of eight railroads providing service into New York City. While other railroads terminated at waterfront stations, the Pennsylvania Railroad was the first railroad to cross the Hudson and East Rivers. Its Midtown Manhattan station provided through service for long-distance trains and terminal service for commuter rail from New Jersey and Long Island.

Amtrak has executed a Master Development Agreement with Penn Station Partners to redevelop and expand historic Baltimore Penn Station on the Northeast Corridor. Amtrak plans to contribute up to $90 million toward expansion and modernization.
Planning and development due diligence have been under way since January 2018, following Amtrak’s announcement of Penn Station Partners as the selected Baltimore Penn Station Master Developer. The Baltimore-based developer partnership is led by Beatty Development Group and Cross Street Partners, along with a local and international team of planning, design, and construction firms. “Penn Station Partners was selected through a competitive procurement process based on their proposal, and commitment to partnering with Amtrak and the City of Baltimore to transform the area into a vibrant multi-modal hub featuring the historic station at its center,” Amtrak said.

Serving more than 550,000 passengers a day, Pennsylvania Station in Midtown Manhattan is the main commuter rail hub for the surrounding region and destination terminal for NJ TRANSIT, the Long Island Rail Road (LIRR), and Amtrak. STV conducted a comprehensive capacity analysis for the station. The firm’s analysis took into account the infrastructure, operations, and service policies of each railroad, and examined the potential impacts of major capital improvements within the 2017-to-2030 time frame.
Each carrier — as well as Metro-North Railroad — is using the data to create service and fare strategies that reflect current infrastructure capacity and show how that capacity may be increased through improvements. STV developed a computer-simulated rail model study to test operational and structural scenarios that could help in meeting potential service requirements.
